Ukrainian President Volodymyr Zelensky States He Lacks Clear Defense Guarantee from Partner Nations

President Zelensky has stated that Ukraine's partners in Europe have not given him concrete pledges that they will protect his country in the case of a future Russian attack.

"I continue to pose this critical question to all our partners and thus far, the answer remains elusive a definitive and straightforward response yet," he told reporters on Wednesday.

These remarks follow a day after Britain and France signed a statement of purpose on stationing forces in Ukraine if a peace deal to end the war with Russia is reached.

However, comprehensive defense assurances have not been agreed. The United States, which has been leading efforts to halt the offensive, was reported to have abstained from signing such a commitment at discussions held in the French capital on Tuesday.

Outcomes from the Paris Discussions

Following the negotiations in Paris, which included some 30 countries that comprise the so-called Coalition of the Willing, UK Prime Minister Sir Keir Starmer said the two nations would "establish military hubs across Ukraine" to prevent any future incursion, while France's President Macron subsequently indicated a significant number of soldiers may be deployed.

Allies proposed that the US would take the lead in monitoring a truce. But the key issue of ceding land that Ukraine is being pressured to offer to Russia as part of the peace proposals are still being discussed.

The Russian government has not yet commented on the announcement made in the city of Paris.

President Putin initiated a full-scale invasion of Ukraine in the early months of 2022, and Russian forces currently controls about 20% of Ukrainian territory.

Zelensky's Shifting Tone

Sir Keir described the joint statement as "a vital part of our commitment to support Ukraine for the long-term".

He added: "It paves the way for the legal framework under which allied military personnel could operate on Ukrainian soil, securing Ukraine's skies and seas, and rebuilding Ukraine's armed forces for the years to come."

Zelensky hailed that accord as a "significant leap of progress".

A day later, however, he appeared less optimistic.

"I see the will, the political will, and that the allies are prepared, and the partners are ready to give us strong sanctions, powerful defense assurances," he said when questioned if European countries would come to Ukraine's aid.

"But as long as we lack such security guarantees - legally binding, supported by parliaments, supported by the United States Congress - this question cannot be answered. And should they materialize, you still have to rely first and foremost on your inherent capabilities."

Unresolved Issues and Ongoing Conflict

The Paris talks were also notable owing to the attendance of envoys from former President Trump's administration, Steve Witkoff and Jared Kushner.

One envoy stated the participating countries "mostly completed" their work on agreeing security protocols.

Recently, the President indicated a peace deal was "90% ready".

Questions of land and defense pledges have been at the center of unresolved issues for diplomats.

The Russian leader has consistently stated that Ukraine's military must pull back from all of Ukraine's eastern Donbas or Russia will seize it, dismissing potential concessions over how to conclude hostilities.

Zelensky has so far ruled out relinquishing any land, but has proposed that Ukraine could redeploy its forces to an established line - but provided that Russia reciprocated the action.

Russian forces currently controls about 75% of the Donetsk region, and some nearly all of the adjacent Luhansk region. The pair of oblasts form the Donbas industrial heartland.

Attacks have been escalating against cities in Ukraine - with a focus on power facilities. Russia has also made incremental advances in capturing more Ukrainian territory.

Ukraine has hit back at objectives inside Russia with unmanned aerial vehicles, though with varying degrees of effectiveness.
